Rebellion & SuppressionUntil Dissent Becomes Revolt

The official description of rebellion is a single sentence that captures the entire system: "Citizens may be grateful, afraid, sworn loyal, or quietly brewing rebellion — until dissent becomes revolt."

How Rebellion Happens

Cross-checking official materials against the pre-existing wikis: rebellion in Pax Autocratica is not a random event, nor an instantly triggered fail state, but a gradual process:

  1. Accumulation — misrule such as harsh policies, hunger and brutal labor lets citizen discontent build up
  2. Latency — some citizens slip into the "quietly rebellious" state: obedient on the surface, disaffected at heart
  3. Eruption — discontent breaks past the critical point and dissent turns into open revolt

This means you always have a window to intervene before the eruption. The dilemma summed up by hands-on press: "be too cruel and you'll get unrest and rebellion; be too generous and supplies run scarce." The ruler's job is to walk the line between the two.

The State's Toolbox of Suppression

Officially confirmed governance tools
ToolPathNotes
PropagandaFearShapes minds — the propaganda boards on colony streets (like "WORK HARD RISE STRONG") are not just decoration
SurveillanceFear"The State observes all" — watch citizens and catch the first signs of discontent early
PunishmentFearDirect disciplinary means including the Whip; suppresses dissent quickly
Intimidation tacticsFearA deterrent governance option confirmed by hands-on press
CurfewsFearRestrict nighttime activity, shrinking the space for conspiracy
Harsh labor conditionsFearPolicy research directions such as "High-Pressure Labor"
Better foodProsperitySolve Hunger first, then talk about Loyalty
Better housingProsperityTrade comfort for gratitude
Warning executionsFearExecute captured enemies as "a warning to would-be rebels" (see Prisoners & Conversion)

The Art of Balance

Drawing on hands-on press experience, the following principles are cross-verified by multiple sources:

  • Feed them first, then demand loyalty — Hunger is the most basic survival stat; when the granary is empty, all propaganda is empty words
  • Iron rule needs a pressure valve — sustained high pressure with no improvement is fuel on the fire of rebellion
  • Watch individual states — status tags on the personnel screen (like [Sick]) and traits (like Conformist building fatigue faster) all affect colony stability
  • Policy research is the long-term fix — policy research unlocked through the research system systematically expands your governance options
Fact Check · Beware of Fake Guides

Multiverse has never published exact rebellion trigger values (loyalty thresholds, discontent accumulation rates, etc.). Some guide sites have invented systems that do not exist in the game — "tax rate sliders," "cabinet politics," "turn limits" — and this wiki does not record such fabricated mechanics. If you see precise rebellion numbers on another site, treat them as fiction.
